The defense technology development, at introductory stage, was started after the Agency for Defense Development was established in 1973 and acquired technical data package for basic ground weapons from USA through military assistance program, and producing imitation with reverse engineering.

We had started to develop tanks, missiles and so on, receiving advanced technology from oversea′s defense industries.
From 1990, at the stage of technology internalization, basic training aircraft and military satellites had been developed based on experiences and internal and external cooperation. Moreover, we have come to a generation stage exporting self propelled guns, basic training aircraft, etc.
At this point, Offset program not only plays a key role in development, but also becomes one of the most effective ways of obtaining technology.

A research was developed based on the findings from a comprehensive literature review which dealt with general technology transfer and Offset theory, and technology learning and internalization theory.
Most of weapon purchasing countries in the world are using Offset program as an important negotiation means of foreign trade. In particular, Japan and Israel have obtained good results in the new projects and finding a new market for the long run through the Offset trade.
On the other hand, the USA holds much weight in the aspect of Republic of Korea′s record of Offset trade performance. However, compared with the record, our achievement known concretely has been evaluated insufficiently.
Therefore, we suggest the improvement plans of the Offset program drive systems in this study. So that we analyze foreign countries′ priority by offset trade type against the USA. the American Offset trade object and priority and study on the improvement plan of Offset value′ evaluation criteria. Moreover we extract management problems of assets and technical materials obtained through the Offset trade.
