The core part of establishing the military power in the national defense is the acquisition of weapon systems. In order to acquire the required weapon systems, the negotiation phase must be needed, even though the types of project are either research and development or direct purchasing from the overseas, and the negotiation result could deeply affect not only in projecting combat power but also in national economy.For this perspective, the measuring and affecting factors for the negotiation outcome in the project purchasing weapon systems from the overseas need to be identified and analyzed their influences.The model is developed by deriving the affecting factors in the negotiation outcomes from the literature reviews, and the required assumptions are established.The survey based on the above structure is performed and the assumptions are fully verified using SPSS statistical analysis tool. The results from the analysis show the validation of the assumptions establishing in this study.
